Examination of Inborn Error of Metabolism for Newborn Infants Performed

Kyoto City performs examinations for newborn infants to check diseases like inborn error of metabolism. From April 1st, 2013, the number of diseases eligible for the examination was expanded from 6 to 19.

It sometimes happens that inborn errors gradually emerge as the infant grows although the infant looks healthy. Some diseases are not curable once they appear as a symptom and it could give physical and mental disability to the infants for the rest of their life. By taking the examination in the early stage, it is possible to discover the disease and start treatment so that the disability could be prevented.

Doctors will give an explanation at each medical facility when a mother has a delivery and parents can decide if they want the examination or not. If the mother delivers the baby in their hometown out of Kyoto, their local medical facility will offer the same examination.

Kyoto Scenery Guideline about the Height of Buildings

To preserve the city's beautiful scenery and to succeed it to future generations, Kyoto City has regulations regarding the height and design of buildings and outdoor signs and ads.

Recently, the city has made the "Kyoto Scenery Guideline about Height of Buildings" which explains about regulations on the height of buildings in the city.

The city specifies the height of the building in each area depending on the characteristics of the area in the city, for example, streets along the main road in downtown and historical areas with many traditional Kyoto machiya townhouses. However some people have claimed that the standard of the regulation is unclear, therefore, the city has made this new guideline to explain about the regulation clearly.

Partner City Cooperation with Hue City, Vietnam

Kyoto City and Hue City, Vietnam, formed the partner city cooperation on February 20th, 2013.

This is the 4th case for Kyoto City to form the partner city cooperation after the ones with Jinju City in Korea, Konya City in Turkey and Tsingtao City in China. Private-sector-based mutual communication and exchange in terms of "Academic Research and Education" and "Culture and Art" will be promoted between partner cities.

Hue City is located in the center of Vietnam. This is a very historical city as the capital of last kingdom of Vietnam, Nguyen, was set. Groups of historical architectural sites including the imperial palace and temples are designated as UNESCO World Heritage Sites.

Kyoto City will help private-sector-based exchange with Hue City in terms of academic researches, education and welfare fields.

Incurable Disease Patients Added to the Welfare Service for Persons with Disabilities

From April 1st, 2013, incurable disease patients are able to receive welfare services for disabilities regardless of the possession of a physical disability certificate or not.

Welfare services for disabilities is a service to provide care support at homes and at facilities and to provide subsidies to purchase care devices including communication devices for people with disabilities. Patients with 130 incurable diseases which are designated by the national government can receive this service. To learn more about these procedures to receive the services, people with a physical disability certificate should go to their local welfare office and people without certificates should go to the healthcare center. Please note that the city's special life support program for incurable disease patients finished at the end of March, 2013.
