Official Party from Florence Visits Kyoto

The year 2005 is the 40th anniversary of the year Kyoto and Florence signed a sister-city relationship. To commemorate the anniversary, an official delegation from Florence visited Kyoto. During their visit, they participated in the Jidai Matsuri Festival and visited City Hall on the 22nd. On the same day, Mr. Gianni, vice mayor of Florence affixed a seal on a letter of agreement about economic exchange promotion between Kyoto and Florence. The agreement calls for the chamber of commerce and industries and other organizations in both cities to cooperate with each other to support mutual economical activities by providing information and undertaking public relation activities.


Support Center for Development Disabled Patients Opened

Kyoto City opened a support center for development disabled patients on November 1st at the former Kentai Elementary School site in Kamigyo ward. The center is called Kagayaki and provides autism patients and their families with counseling, job assistance, and so on. The center is open on weekdays from 8:30-17:00, except for national holidays. Traditional Industry Promotion Ordinance Enacted

Kyoto City enacted a Traditional Industry Ordinance on October 15th.
This ordinance was created to stimulate Kyoto traditional industries that are in danger of disappearing because of the drastic change of lifestyle of people and inflow of foreign products. Traditional industry is defined in the ordinance as a traditional manufacturing activity that produces something strongly connected to Japanese traditional culture and lifestyle. In the ordinance the city has laid out 4 general concepts and 6 basic specific plans to promote traditional industry. Based on these concepts and plans, the city will make an effort to support the creation of new products as well. Components of Some Medicines to be Indicated

From October 25th Kyoto City Hospital will start indicating the components of some generic medicines in prescriptions. The components in the generic are exactly the same as those in the original; only the product name has changed by the producing companies. Generic drugs are much cheaper than the original cheaper. Previous prescriptions for outpatients indicated only the name of the products. By indicating the components, the patient can choose either the original product or the generic one. City Subway Fare Revision Applied to Land, Infrastructure and Transportation Ministry

Kyoto City has applied the revision of city subway fares to the Land, Infrastructure and Transportation Ministry after getting agreement from Kyoto City Council. The city has been making effort to reduce the deficit by cutting expenses in personnel and construction. However, at the end of the previous fiscal year, the deficit was about 238.4 billion yen. To reduce the deficit the subway base fare will be raised to 210 yen from 200 yen. In addition, all other section fares will be increased by 20 yen. This revision will be go into effect January 2006, after getting approval from the ministry. The cost of commuter passes for students and prepaid cards will not be effected. The prepaid cards can be used on both city subways and buses. It costs 1,000 yen but it worth 1,100 yen in fares. Kyoto City will continue making efforts to improve its public transportation system as well as outsourcing some of its businesses to private companies to reduce the deficit. Kyoto City Graph Anniversary Issue Published

On October 15th Kyoto City published an anniversary issue of the municipal publicity magazine Kyoto City Graph. October 15th is the day on which the city of Kyoto was officially founded. The magazine consists of articles introducing Kyoto and municipal policy reports and many color photos. This special issue includes an interview between City Mayor, Mr. Masumoto and the actress, Rei Kikukawa; an article by the famous Kyogen performer, Senzaburo Shigeyama; and an interview with the singer, Hitomi Yaida. The magazine is available for free at City Hall, ward offices and branch offices. Part of the Old Rissei Elementary School Site Used for a Special Police Squad in the Gion and Kiyamachi Area

Kyoto City has offered part of old Rissei Elementary School site to the Kyoto Prefectural Police as a station for a special Gion and Kiyamachi area police squad. Currently, these areas are home to many illegal adult-entertainment shops and all kinds of street solicitation. Moreover, illegal parking is a huge problem throughout the area that disturbs safe traffic. A special police squad (90 officers on weekends and before national holidays; 35 on weekdays) will police the area to reduce the above-mentioned problems.


Bone Marrow Promotion Month

October is bone marrow promotion month. Many people suffering from blood related diseases such as leukemia urgently require marrow implants. However, successfully matching the white blood cells of the patient and the donor can be very difficult. Therefore, more donors are essential. Healthy individuals from 18 to 54 weighing more than 45 kg for men and more than 40 kg for women qualify as donors. Registration can be completed with only 2cc of blood. A donor registration campaign will be held on October 22nd from 11:00 to 16:30 at Avanti. A bone marrow bank promotion event will be held on October 30th from 11:00-16:00 at Shinpuhkan. All Water Supply and Sewage Line Departments Acquire ISO 14001

Currently, water supply and sewage line departments at all ward and branch offices in the city have acquired ISO International Standard 14001 certification (which certifies compliance with strict environmental regulations). The city has worked hard to promote this issue through effective use of energy and resources, and recycling throughout the city. The city had already acquired this certification for 6 projects including City Hall. Now, the city has acquired this certification for 20 locations in total all. Other locations are currently applying for certification. The city will continuously makes effort to promote activities regarding the environmental issues. Kyoto Creation Promotion Forum Held

3 October 2005

On November 9th Kyoto City will hold "Kyoto Creation Promotion Forum" from 13:30 at Kyoto Kaikan (Second Hall). Kyoto is a city of ancient history, rich cultural heritage and great natural beauty. Furthermore, Kyoto is a symbol of Japan. The Kyoto Creation project was undertaken to preserve the city and promote its unique appeal throughout Japan and the world. The forum theme is: To Spread Kyoto Culture to the Future and the World. As part of the forum, various events will be held, including keynote lectures, activity reports, panel discussion, etc. If you wish to join the forum, please apply by fax or postcard by October 17.
